Brief: A weatherproof, easy to maneuver, bookshelf to be stocked with books for underprivileged schools.
Specifications:

Weight-175 lbs, (not sure if this is a good weight, just the weight of an example
Safety-waterproof (either paint, metal, plasitc) most important to keep books and kids save, not too heavy, slant shelves back to keep books from falling, water tight seals
Materials- wood, metal, paint, water tight seals, wheels, hinges, locks
